Since 1982, Grand River Mutual Telephone has been relying upon Finley Engineering Company for planning, design and construction management of projects, including several RUS projects in Missouri. Recently, Grand River added their Iowa projects to those awarded to Finley Engineering. Grand River Mutual serves 48 telephone exchanges in Missouri and Iowa.
Finley Engineering’s process is very comprehensive, beginning with client meetings to prepare for the RUS or ARRA loan designs. Finley lays out the designs, develops the costs, compiles all the information on the application and submits on behalf of Grand River. Once approved, the scope of the project is broken down into project plans and work commences with Finley managing the entire process and setting the pace to ensure work is completed according to schedule.
“We keep track of all work and present progress reports to Grand River,” said Larry Fausett, Finley Engineering Vice President. “In addition, all invoices are reviewed by us and not approved for our client until they are completely accurate.”
The Grand River projects are also quality controlled in the field by Finley staff monitoring plant inventory and submitting final staking sheets back for their client. Inspecting work is an important service Finley provides on the Grand River projects, for not only the main line but the drop inspections and all preparation work for staking, all map preparations, and all contracts sent out for bid.
Final closing documents are created by Finley, approved by Grand River and submitted back to RUS or ARRA, making the project seamless all the while adhering to aggressive timelines and keeping the client informed on a regular basis.
