Finley Hires Broadband & Economic Development Expert
Mike Boehne, President and CEO of Finley Engineering is proud to announce the addition of Tim Arbeiter to Finley’s leadership team. Arbeiter brings over 20 years of multi-faceted expertise including his extensive knowledge of the broadband arena that has helped to deliver strong economic growth in the state of Missouri.
Arbeiter will serve as Director, Broadband Consulting, where he will identify and support the long-term growth of Finley clients. This includes defining programs and measurable objectives, strategic planning, feasibility studies analysis, and other initiatives.
His key areas of expertise include broadband policy legislation and program design, economic development and revitalization, strategic planning, state and federal funding strategies, public outreach, and research for advanced broadband deployment. He is also proficient in all aspects of broadband leadership, financing, funding, approach, and methodologies.
Arbeiter comes to Finley from the Missouri Department of Economic Development where he was the Director of Broadband Development. He is a member of numerous organizations and has received recognition and honors on many levels including serving as the President of the Missouri Economic Development Council and Chamber of Commerce Executives of Missouri. Arbeiter has been a Certified Economic Developer CEcD, IEDC, is a Missouri Leadership Academy graduate, holds a Masters in Guidance and Counseling and a Bachelor of Science in Business Administration – Finance from Southeast Missouri State University.

In addition to his broadband leadership in the public sector, Arbeiter brings key local experiences to the team including:
- Served as Downtown Director, utilizing the National Trust for Historic Preservation Four-Point Main Street Approach. In 2015, the community was honored as one of three Great American Main Street Programs.
- Held executive leadership roles for two chambers of commerce spanning twelve years, both accredited by the U.S. Chamber of Commerce. Led regional and local economic and community development strategies, including the implementation of local financing tools for priority projects.
- Led two statewide associations in advocating to the Missouri State Legislature for policies leading to a better business climate, to retain and recruit new businesses to Missouri.
- Served three years on a local school board.
