Finley conducted a cost of electric service rate study where the rates across the electrical system were evaluated based on customer type, power usage, demand, fuel costs, and many other variables. The final deliverable included a cost of service model with variable inputs to drive the cost recommendations, and a final report and presentation comparing the present rates to the proposed rates.

Due to significant wholesale power cost changes and municipal rate structure adaptation, the client requested a review of the existing study.  This effort involved the creation of a new commercial and industrial interruptible rate structure to accommodate expanding commercial effort while preserving the revenue requirements per class.
